The document argues that the European Union, supranational institutions, and current migration policies are pushing the continent toward “civilizational erasure” within the next two decades.

- the activities of the EU and other supranational bodies, which “undermine political liberty and sovereignty”;

“end the perception, and prevent the reality, of NATO as a perpetually expanding alliance.”
The reference to Ukraine in this context is particularly stark. According to Politico, the strategy formalizes President Trump’s opposition to Ukraine’s membership in NATO — a position that was effectively upheld under Joe Biden as well, though expressed in more diplomatic terms.

In his foreword to the strategy, President Trump describes the document as:
“a roadmap to ensure that America remains the greatest and most successful nation in human history and the home of freedom on earth.”
Thus, the strategy sets an ideological framework for U.S. foreign policy, casting it as a struggle to preserve the civilizational core of the West and counter global changes the White House sees as existential threats.
